It's a Windows utility made to create multiple profiles with various color palettes that can be saved to file and recalled whenever you need to get hold of the color codes and add them to your projects.

Installing the program isn't necessary since you can unzip the downloaded archive and double-click the .exe to reach the main window right away. Several color palettes are available in the archive to give you a clue of how it works, featuring the Windows 7 default system theme, among others.
